We do not recommend a direct glue of the Forbo cork to a concrete block wall, either painted, with primer, bare or floated to be smooth.  
Again we do not recommend this installation and attempting it will be your responsibility and we will not replace any material that fails with this application.    

Due to the texture of the concrete the adhesive will not form a proper bond between concrete and the cork.  The adhesive will not trowel well onto the wall.    Paint and primer do help but are not recommended..   You may want to attempt to free float a smoother concrete or mortar mixture and then paint it and then it will be dust free and not porous and may work if you are determined to go this route.

Again we do not recommend this installation and attempting it will be your responsibility and we will not replace any material that fails with this application

Our recommended method IS to adhere Forbo cork to a concrete wall is to laminate the Forbo to a panel and adhere the panel to the concrete wall with lots of liquid nails
